So is there any way to stop and or make it not so easy to swipe down and the quick panel comes down? Like every time im trying to read or do something and i want to scroll the page i have to deal with it coming down unwanted and struggling to scroll. If anyone knows any solutions to this i would much appreciate it! Thank you

PS. I would choose Samsung's worst phone over Apple's best phone.

If you are scrolling an article and the quick panel comes down, you are touching too close to the top of the screen. The quick panel is designed to not come down when you are in an app unless you put your fingers in the pulldown zone. On the home screen, however, if you enabled it in the settings, you can swipe down from anywhere on the screen to pull down the notifications.
