Since you are using a Samsung S22, this specific screen is absolutely not a default Samsung or Android system feature. It is a custom pop-up overlay injected by a third-party app that you installed. You can just uninstall the app.
My wife had something VERY similar also, turned out to be an accessibility "feature" I think it was "Live Transcribe" or something similar. Would popup after EVERY call, super annoying.
