Who thought of replacing the send button with the speech button? It is a massive design flaw. Forcing users to add unnecessary text or a space just to send a standalone image makes no sense.

Why don't you ask Google, since it's their app.
In any case, once you add anything to the text field, the send button appears. If you tap the image icon and choose a photo or video, the send button appears, so there is no extra effort involved. The radiograph icon is to initiate a voice text, which is different than dictating a text.

I did, all I got was the send button. Even just choosing an image to send from the gallery with no text = send button. But, you have to be doing it right - see below.
If you are dissatisfied or having an issue, Google is who you should complain to. Samsung has no authority over Google (or any developer's) apps.
