Short answer: the standards for "high usage" are now different?
I know I have one app, installed on an A11+ tablet AND a S26, but the tablet doesn't say anything about high battery use, even though it operates in basically the same way on both. (It's a sideloaded APK, but that's more due to Google's "security standards", and the app operates in a certain way to keep it in line with the desktop versions that were developed first. All versions would technically count as high usage, regardless.)
