You can set the Samsung phone app as the default dialer by following these steps:
- Go to the Settings app on your phone.
- Tap on Apps.
- Choose Default apps.
- Under Default apps, locate and tap Phone App.
- Select the Samsung phone app from the list.

This is not working as expected on the Fold 3.
1. Using Google App as default, no problem making setting
2. Outgoing calls still use Samsung Phone
3. Randomly missing incoming calls in recent call history
Something is not right.
