Hello,
I am experiencing an intermittent networking issue on a Samsung Galaxy Book4 Edge. The laptop remains connected to Wi-Fi and normal web browsing in Microsoft Edge continues to work, but certain applications suddenly behave as though the computer has no Internet connection.
When the issue occurs, Outlook can report that it is offline, Microsoft Store downloads/updates can stop or remain queued, and Samsung applications/updates can also stop working. Meanwhile, Edge continues browsing normally and Windows still shows the Wi-Fi connection as connected.
Restarting the computer temporarily restores normal operation. After my most recent restart, Outlook and the stores are currently working and updates are downloading. However, this same pattern occurred previously: everything worked normally for a short period after restarting/resetting, then the application connectivity problem returned.
System information
Samsung Electronics Co., Ltd.
Model: Galaxy Book4 Edge
System type: ARM64-based PC
Windows edition: Windows 11 Home
Windows version: 24H2
OS build: 26100.4202
BIOS/SMBIOS version: P00VQB.049.250724.MP.0251
Wi-Fi platform/adapter: Qualcomm FastConnect 7800
The computer was purchased open-box. Importantly, I have already performed a Windows reset/reinstallation. The connectivity issue existed before the reset and eventually returned afterward.
Troubleshooting/testing already performed
Windows reports that Wi-Fi is connected and Internet access is available. Edge can access websites while affected applications report being offline.
I tested Microsoft’s connectivity endpoint . It resolved successfully and returned HTTP 200 with the expected Microsoft Connect Test response.
Windows Network List Manager reported:
IPv4-Internet, IPv6-Internet
Is Connected: true
Is Internet Connected: true
DNS resolution for Microsoft endpoints ,and Microsoft Store/CDN infrastructure, succeeded.
HTTPS/TCP connectivity to Microsoft services on port 443 also succeeded. Standard ICMP pings to the microsoft timed out, but TCP/HTTPS connectivity succeeded.
I checked the relevant Windows services. BITS, InstallService, TokenBroker, Windows Update, AppXSvc, DHCP Client, DNS Client, Network Store Interface Service and WLAN AutoConfig were running when checked.
Network Location Awareness (NlaSvc) was initially stopped with Manual startup. I manually started it and confirmed that it was running, but this did not permanently resolve the problem.
WinHTTP reports direct access with no proxy server, and the user proxy setting is disabled.
I have also run Microsoft Store reset (wsreset) and reset the Windows networking stack, including Winsock/TCP-IP/DNS, followed by a restart.
The machine is currently functioning normally immediately after the restart, and I am allowing all pending updates to finish. I am reporting the issue because it has previously returned after initially appearing fixed.
Main question
What could cause Windows applications such as Outlook, Microsoft Store and Samsung applications to simultaneously lose online functionality while Edge and the underlying Windows Internet connection continue working?
Given that this survived a Windows reset/reinstallation, could this be related to the Qualcomm network driver, Windows network-state detection/NCSI/NLA, ARM64 networking components, Samsung firmware/software, or another service used by packaged Windows applications?
I would be happy to provide logs or run diagnostics while the failure is actively occurring. Please advise which logs/tests would be most useful before I restart the computer when the problem happens again.

Since Edge still works while Outlook, Microsoft Store, and Samsung apps lose connection, it sounds more like an issue with Windows services or the network driver than the wifi connection itself.
Since you've already reset Windows and the issue came back, you should check for the latest Samsung BIOS and Qualcomm wifi driver first. If it happens again, try restarting the Network Location Awareness service instead of rebooting the whole laptop. If that brings the apps back online, it could help narrow down the cause.
