the Notices section only has information on One UI 3.0 though 3.1 has started rolling out to North America I think a couple of weeks ago. Also, it seems some Note 10 users as well. Have you tried recently via Software Update? pretty sure it'll be soon since roll-out already started. unless your handset is carrier-provided, that's another thing.
