i would say yes. update normally contains bug fixes and security patches.

yeah I updated at first but then there second new update is it still okay? I'm scared what if my phone lag :)

since update do not stack up it really do happen if you delay your update before.

There's no harm in updating your phone to the latest OS now that Samsung have fixed it.
