There might be some condensation trapped between the camera cutout and the tempered glass, causing the blur. Or, it could also be a really huge scratch on the inside or outside of the tempered glass.
There's no way to know for sure online, however, so I recommend booking an appointment at a Samsung Service Center near you through your Samsung Members app. Just visit Support > Book an appointment to secure a slot.
