This must be a hardware issue. You need to hire a technician for the repair or go to the authorized samsung service center for the inspection. They don't charge for it. Before you bring the phone to a repair center, please make sure the mortor doesn't work anymore. Simply dial *#0*# on dial pad and check.

Try rebooting the device and check the vibration. I don't think that's gonna solve the problem. But just try it.

Did you check the Vibration through the Diagnostic test which is on Samsung Members. Try and see whether it works. And be sure to restart your device and check again. And also did the Vibration did not work after a software update or was it there earlier. If these does not work. Better to go to a Samsung Authorised Repair centre and check it. They will fix it.
