Yes you can use it, because both use Wacom EMR (Electromagnetic Resonance) technology.
But you can't pair it via Bluetooth for remote Bluetooth/Air Actions because newer S-Pens lack Bluetooth Low Energy (BLE) support.

Hi KolyaAP,
We understand how confusing it can be when seeking clarity on accessory cross-compatibility, especially with conflicting information online. We are more than happy to provide you with the correct details for your Galaxy Tab S10 Ultra.
Yes, you can use the S Pen from the Galaxy Tab S12 Ultra on your Tab S10 Ultra for all basic functions like writing, drawing, and navigating. This works instantly via standard Wacom EMR technology.
However, please keep in mind the following limitation:
• No Bluetooth / Air Actions: The Galaxy Tab S12 Ultra S Pen operates without a battery and does not support Bluetooth. Because of this, it cannot be paired for remote Air Actions (such as gesture controls or triggering a remote camera shutter) on your Tab S10 Ultra, as RedDogRabbit correctly pointed out.
