quick settings panel in lock screen

hi,

I have been searching for an option to disable or customize the quick settings panel in my lock screen since i don't want neither me nor anyone else to change any settings like disable wifi, mobile data or location services etc. when the phone is locked or if I have lost it somewhere.
Can any one help me in this to find some settings or suggestions for the same.

thanks
