I want lock all options in quick panel layout because if phone lock everybody can do any By source quick panel like make silent mode on off and do any other things please fixed it.....

You can lock security- related functions such as mobile data, location, wifi etc. from the quick panel.
Goto,
Settings> Lock screen> Secure lock settings >Lock network and security > Turn ON.

Yes, again it's a convenience that we can switch ON everything. No security issues with that. But to switch them OFF, you require the password.

I think the developers have well cared about this issue.
Only some functions like silent mode, torch etc. has been allowed, for convenience.

Some buttons can be controlled whether the phone is locked or not.
Also, the Settings -> Lock Screen -> Secure Lock Settings -> Lock network and security will also change the behavior of some quick panel buttons.

Can you provide the Device model and current software?
and which buttons you want not to be accessible when device is locked?
