I just had an already blocked caller, who has been blocked for over a month, get through the system and literally called me, my phone was ringing. AT&T still has the number logged as "Blocked" but under Calls with the phone app with Samsung, they let it come through, and it was no longer blocked, which means Samsung is unblocking numbers again, illegally. It was a known Spam number that came through 😡 -Galaxy 26 Ultra.
From what I understand, and I KNOW I don't have all of the details, at a minimum "Call Block" just means that your phone shouldn't ring, which wouldn't prevent the call from being sent to voicemail (which would be a similar effect to simply having your phone turned off or in airplane mode). If you're expecting "Don't ring, don't send to voicemail (possibly informing them number isn't available)", I'm not sure what settings it would take for that to happen.
It is not possible to prevent someone from leaving you voicemail just by blocking numbers on your phone. To prevent someone from leaving you voicemail, numbers would have to be blocked by carrier.
