I happened to switch from Bixby to Google. Google Assistant has an error on every prompting -- completely not working.
I tried to: restart watch, switch back to Bixby then switch back, update watch and Google apps, turn off Assistant, uninstall assistant.
Then I found a post on Facebook where two other users hours ago stated this also just started happening to them.

I think it resolved itself without my doing anything. But I'm actually going to stay with Bixby because I don't want to completely integrate over to Google because I don't like Google. I like the simplicity of Samsung's Reminder app.
