The process for equipping the notification pills: Basic Settings > Notifications > Lockscreen > select "Cards".
If you want them blue/colored theres a different process using Samsung Good Lock's "Theme Park" app. If you mean the spacing and positioning, there's a process using Good Lock's "LockStar" app. If you want those glass tiles, you use a 3rd party app called "True Liquid Glass"
