Samsung, this is your laptop and your factory software image. The Intel Connectivity Performance Suite you preinstalled on my Galaxy Book silently corrupts IPv6 traffic. It broke Microsoft OneNote for weeks and caused "connection reset" errors across the web. Fixing it required disabling your preinstalled component.
DEVICE
Samsung Galaxy Book, model 960QHA (BIOS P17ALY.390.260616.03), Intel Core Ultra 7 256V, Intel Wi-Fi 7 BE201, Windows 11 Pro 26H2 build 26300.9457.
ROOT CAUSE (proven with packet captures + controlled A/B)
- The preinstalled Intel Connectivity Performance Suite (40.25.926.0, driver IntcCo11X64.sys 11.5.11.19, Rivet/Killer traffic-control engine) rewrites the IPv6 Flow Label of every TCP packet after the handshake to 0.
- Microsoft's cloud edge load-balances IPv6 on that label. So it resets 60-100% of new connections to OneDrive, OneNote and Microsoft 365, and other sites break the same way.
- Disabling the Intel driver (INTCCoSvc) took IPv6 connections from 4/10 to 10/10 successful, and flow-label integrity from 0% to 100%. All OneNote notebooks synced immediately.
IMPACT
- The entire machine's IPv6 networking is disrupted.
- OneNote was unusable from 2026-09-13 until today: notebooks showed as empty, "We can't get to your notebooks right now".
- None of Samsung's tools (Device care, Galaxy Book Experience, Samsung Update) detect or warn about it.
WORKAROUND for other Galaxy Book owners: run services.msc as admin, then stop and disable INTCCoSvc, Intel Dynamic Bandwidth Management, Intel Connectivity Network Service and IntelConnect Service.
WHAT SAMSUNG MUST DO
- Pull or disable Intel Connectivity Performance Suite's traffic-control driver from the Galaxy Book image and from Samsung Update until Intel ships a fixed driver.
- Push a fixed or disabled configuration to existing Galaxy Book owners. Nobody will ever diagnose this on their own.
- Stop bundling kernel-level network "optimizers" that the customer never asked for, can't see, and that break mainstream services.
Diagnosing this took several hours of packet-level forensics by state-of-the-art AI (Anthropic's Claude, after OpenAI's Codex gave up). No customer and no first-line support agent would ever connect "OneNote won't sync" to Intel software Samsung installed at the factory. Intel and Microsoft have been notified as well (Microsoft Feedback Hub https://aka.ms/AA13q37q and https://aka.ms/AA13q37r).

Now I have to ask... once again microsoft is riddled with an Intel file issue. Seemingly making it look like microsoft software has issues or bugs that can't be found. Did the two companies that used to be partners part on good terms? Because this almost looks like premeditated intentional hidden glitches to me and they both happen to have been by microsofts former partner. And the glitch is making it seem like microsoft is at fault. Yet the files are always intels. And not with microsoft at all.
I seem to also remember a recent recall microsoft had of some faulty Intel chips or packets or something. But once again microsoft had to deal with an Intel issue years after their parting.
Just a bit curious, dont you think? Keep an open mind and an open eye. Always..

Update, October 8: the cause is now confirmed on my Galaxy Book5 Pro 360 (NP960QHA), and a fixed version exists. It just isn't reaching Galaxy Books.
Samsung: please replace the 40.25.926.173 package that Windows Update delivers to Galaxy Books with Intel's fixed version.
