My restored watch isn't identical to my previous one, requiring me to re-download apps like Gboard or uninstall unused ones, including the "Global Goals" app. Shouldn't a restore maintain the exact settings as the previous state?

Why is this so difficult to implement?

With a beta update I find it's better to to do a clean i stall and not use restore at all to avoid any bugs or battery drains

I did a clean install to see if the bugs I am experiencing are settings related. I only have Gboard installed. I have no watch faces other than the ones from Samsung. The bugs are still there. Decided to restore my tiles complications on my watch faces.
