My "rotate to lockscreen mode" toggle on the Home Screen settings is greyed out. Any suggestions on how to fix?

We also lose the ability to have blur widgets with live blur on the home screen, even though live blur is implemented literally everywhere else in the system if you are using wonderland for a custom wallpaper. can't use magnification when one handed mode is enabled (&inactive) one has to be switched off for the other. this system is full of annoying things like this
