It's not just samsungs decision for example att is the one that will not allow their devices tonparticipate unless it's not carrier locked device not samsungs decision...
My, watch is factory unlocked as my s25 ultra. I'm on att network and phone is on ui8 beta 3 but i can't participate on my watch. So you wrong, it is Samsung not carriers.
