My watch 5 has just told me to restart watch due to time zone changes.
Do time zones actually change?
More likely Samsung have got something wrong and had yo change their system.

We did recently stop doing leap seconds so it might be something to do with that. I think I might have even seen it on my phone once.

They do indeed. It takes just one of the few hundred countries in the world to change theirs and thereby trigger a worldwide update of every single mobile device.
