It is not possible to stop a Samsung phone from vibrating when powering off. This vibration is a built-in safety default designed to confirm the phone has successfully shut down and to prevent you from accidentally leaving it off.

I believe the vibration cannot be disabled when switching off without modifying the core operation system (which is not advisable). in any case do not see it being an issue myself https://android.stackexchange.com/questions/230546/how-can-i-remove-vibration-when-the-phone-is-turned-off-on-my-samsung-galaxy-s9
