@Pastelz : In your screenshot, you appear to be on 'Button order' which only allows you to change the order of the Recents and Back buttons (left or right).
If you head back to the Navigation bar settings, can you see an option called 'Button position'?
@Pastelz : My apologies, as I don't have access to a Galaxy tablet to verify this, but the 'Button order' option has always locked the Home button in the centre, with a 'Left' and 'Right' option to reposition the Recents and Back buttons.
Button Position, however, allows you to position the buttons themselves on the left, centre and right side of the toolbar. If you take a look at the guide below, this is referenced in the 'Navigation bar button position' drop down, and shows the 'Left, Centre and right' options.
It is possible that the option to reposition the buttons has been moved into Settings > Display > Taskbar, so you could also try looking there.
EDIT: It appears as though the Button Position option has been grouped with Button order, so my apologies for the mix up. This may be linked to the Taskbar being enabled, as per the above, so this is worth looking in to.
