Support for true offline finding

Heyo, might as well submit this while I have the chance.
Currently offline finding requires the device be turned on to be located. If someone steals a device, they can just do a force shutdown and prevent any tracking.
Pixel phones and iphones support offline finding while shut down/fully powered off. When the phone is powered off, part of it still transmits Bluetooth beacon data so it can be located.
Why is samsung lagging behind in this technology?
Would love to see it brought to samsung devices.
