kindly turn off VoLTE from the device settings-connections-mobile networks-turn off VoLTE
and then try to make a call

you can enable VoLTE whenever you want to use it dear
if you still face the same issue then try to reset the device settings to the default from settings-general management-reset-reset the settings
and kindly keep auto-update on
