In One UI 2.0, the screen recorder provided was by Samsung, Google initially ditched the screen recorder. Might come with Android 11.

You are correct like in android 9 aka one ui 1 2 button navigation was missing I was able to get it running using adb beacuse there were 2 button navigation files but they were like a show piece they didn't click.

Samsung Galaxy phones won't come with built in screen recorder application. u have to download the third party application for it..

it comes but not given to all devices bro ...especially in all m series samsung never going to put that ...he have to use 3rd party screen recorder only out of which AZ recorder is best

Since recently launched M51 has built-in screen recorder , I feel there is hope for other M series devices.
May be they will get it via update.

No one knows as Samsung already gave it in oneui 2 before Google announced in android 11.. They definitely differentiate devices with small small features.. Hope we get it in oneui 3 or any future updates

Till now the screen recorders provided for every smartphones are added my smartphone companies not by Android. In the case of Samsung they have added screen recorders for selected Samsung phones only. Inbuilt Screen recorder is not available in m series phones. But from Android 11 google is adding inbuilt screen recorder for the operation system. So m series might get it from Android 11.
