S24 Ultra One UI 8

Question

I want to join the beta program for testing One UI 8 , and all the Beta Features comes from Samsung

You can only join the One UI 8 Beta when Samsung officially opens it for your device and region. Just keep checking the Samsung Members app → Notices/Banners, once the Beta banner shows up you can register there. After registering, the update will appear in Settings → Software update. If you don’t see it yet, it means it’s not released in your country/model.
